Project Summary
Futures Group is seeking an HMIS Specialist to support the Government of Kenya (GoK) and the Centers for Disease Control and Prevention (CDC). The Futures team provides a range of technical assistance including: support for the continued development and implementation of the national HMIS strategy; improving information flow to guide policy and program decisions; facilitating interoperability between disparate HMIS including specific efforts to harmonize and integrate laboratory, pharmacy, and electronic medical records (EMR) sub-systems; and developing a data warehouse.
Key Responsibilities
Under the direction of the HMIS Advisor, the HMIS Specialist will:
Advise the EMR/HMIS Senior Technical Manager and the project team on computer networking for EMR deployments. Advise EMR/HMIS on procurement and setting of networking gear based on facility assessment findings at the region. Work with all regional teams to set up wired and wireless networks where necessary during deployment. Support the regional teams in deployment of IQSolutions at health facilities as needed: a. Undertake facility assessments, trainings as well as software and hardware installations
b. Communicate facility findings to the project management office and seek approval on facility activities including assessments, procurement, trainings among others
c. Conduct user acceptance testing as well as field testing of IQSolutions as enhancements and modules get added
d. Oversee the data migration and reconstruction efforts with the facility, ministry of health and other stakeholders on the ground
e. Facilitate training surveys as well as ensure quality of data and data management activities at the facility
Assist in securing of the IQCare network and in turn the data being collected. Other duties as assigned
Qualifications
Bachelor’s degree in Health Informatics or related field required
A minimum of 5 years of health informatics experience
A broad and extensive knowledge of IT principles, methods and techniques; analytical skills and superior knowledge of project management principles to manage projects and work with multi-disciplinary teams
An expert knowledge in one or more IT domains in order to provide advice to clients and senior management
Knowledge of marketing services and contracting and/or outsourcing projects
Verbal skills are required to communicate technical information and negotiate with contractors, suppliers and other technical specialists and to make presentations to senior management dealing with high level technical subject matter.
Good writing skills are required to produce specifications, correspondence and documentation
Analytical skills are required to conceptualize and manage the development of IT architectures, frameworks, strategies, and training experience preferred
Expert knowledge in IT domains and ability to provide technical advise
Knowledge of regulations related to the provision of IT services and administration of financial and human resources
Current knowledge of trends and development in computer technology and the administration of operations and long-range user requirements
Project Management Principles (PMP) experience
